- Designated a "Copy," the text is by Thaxter, but is signed by JA and below the signature is JA's note on the enclosure sent to Vergennes. This copy likely was enclosed in JA's letter of 29 June to Franklin and, in turn, enclosed in Franklin's letter of 9 Aug. to the congress. The Franklin Papers' copy (54:109 & 119b) was probably enclosed in Vergennes' letter of 30 June.
