This Country affords nothing new—an obstinate continuation of the same Ministry, the same Principles Spirit, Passions, Prejudices, and in one word system is no News,— I hope soon to receive some 49 however from Congress which will enable me to get out of this atmosphere early next year,— I can do nothing more in Europe, and cannot do less than nothing I hope in America—

1.

Francis Upton, along with siblings Clotworthy Jr. and Sophia, inherited 20,000 acres in New York State from their father, Clotworthy Upton Sr., 1st Baron Templetown (1721–1785). JA had also written a letter of introduction for Francis to New York lawyer Alexander Hamilton on 19 Oct. 1785. In a letter to Upton of 2 March 1786, Hamilton confirmed that the heirs had a clear title to the land (Hamilton, Papers , 3:623–625, 651; Jefferson, Papers , 8:85–86).
