It is annotated on all but three pages by Harbottle Dorr and is a reply to letters and memorials by Sir Francis Bernard, Thomas Gage, and Samuel Hood among others printed in Letters to the Ministry from Governor Bernard, General Gage, and Commodore Hood (1769).
