This proclamation issued by Lieutenant-Governor of Massachusetts Bay Spencer Phips on 23 July 1745 declares war against the Penobscot, Norridgewock [Narantsouuk], "other Eastern Indians", authorizes soldiers and civilians to capture or kill members of the aforementioned groups and lays out bounties based on age, gender, and condition. Bounties like these served as a license for colonists to kill indigenous people.
