- Archival Note: The draft resolution probably relates to investment of Smithsonian Fund in state bonds. JQA opposed this form of investment and insisted that U.S. should guarantee full return of principal and interest if the state stocks fell below par. See Rhees, Smithsonian Institution, 1:184.
