6. This was a report that negotiations between the Spanish government and the nominal representatives of the British government, Richard Cumberland and the Rev. Thomas Hussey, had stalled over the demand by Floridablanca for a definitive statement of the British position regarding its American colonies (to the President of Congress, 23 July, No. 99, below).
